William T. Atkins, MSW, Executive
Vice President is a certified mental health
administrator with over 30 years’ managerial and technical experience in
behavioral health programs. He has advised local, state and national government
agencies on directing and redesigning health care systems, specifically in the areas
of budget development, human resources and professional practice management and
technology applications. Before joining HMC, he served as the director of the
Illinois Department of Alcoholism and Substance Abuse, a cabinet position
overseeing an annual budget of $160 million. During his tenure, he collaborated
with the Departments of Children and Family Services, Public Health, Public Aid
and HUD to create and finance innovative programs that served the special needs
of adolescents and pregnant/postpartum women and their children. Bill is also
the co-author of Needs Assessment, A Model of CommunityPlanning (Sage Publications, 1980) and Drugs, Alcohol, Pregnancy and Parenting, (Kluwer Academic Publishers, 1988).
